Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Loan Closing Branch Chief, the incumbent oversees and directs first level supervisors and specialists responsible to administer and direct units in the Loan Closing Branch (LCB) for variety of Housing and Community Development (HCD) programs in the Division of State Financial Assistance. LCB is responsible for all phases of the loan closing process through transfer to Asset Management and Compliance Branch for programs focused on Climate Change.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

HCD Disclosure Requirements

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and  cleared prior to being hired.

  • Knowledge of and experience with single-family rehabilitation or reconstruction programs, down payment assistance programs, and/or affordable multifamily housing programs utilizing state and/or federal funding
  • Knowledge of and experience with DSFA multifamily housing grant programs
  • Experience with underwriting
  • Experience with real estate lending
  • Experience with managing a team
  • Experience developing, identifying, recommending, and/or leading organizational and/or process/system improvements
