The Director of Government Relations will be responsible for executing SCORE’s government relations agenda in service of advancing student achievement in Tennessee. This role is accountable for operationalizing how SCORE’s priorities are advanced with government partners — tracking legislation, coordinating lobbying efforts, maintaining high-trust relationships with policymakers and state agencies, and ensuring that government relations strategy is executed effectively across SCORE’s policy, research, and programmatic work. The Director serves as SCORE’s day-to-day advocate at the Tennessee General Assembly and with executive branch partners, translating organizational priorities into legislative strategies. The Director manages contract lobbyists and a legislative fellow, coordinates government relations activity internally and with partners, and provides political insight to advance SCORE’s mission and priorities. This position reports to the Vice President of Policy and Government Relations.
• Lead the execution of SCORE’s government relations strategy, ensuring advocacy priorities are operationalized effectively.
• Maintain strong working relationships and represent SCORE externally with members of the Tennessee General Assembly, legislative staff, state agency staff, executive branch officials, and advocacy partners as a registered lobbyist.
• Coordinate day-to-day advocacy efforts at the Capitol during legislative session, including management of contract lobbyists and a legislative fellow.
• Plan and facilitate regular meetings of a diverse set of education advocacy partners, ensuring alignment, collaboration, and effective communication across partners.
• Analyze political context for policy windows, interpret risks for advancing SCORE’s mission and priorities, and exercise independent political judgment while escalating strategic considerations appropriately.
• Monitor state government hearings for relevant policy activity throughout the year, including managing graduate fellows to elevate insights and opportunities.
• Develop and maintain deep fluency in SCORE’s education policy priorities to communicate recommendations effectively with external audiences.
• Work collaboratively as a member of the policy team and across SCORE workstreams and teams to advise on government relations strategy
• Three to five years of experience in government relations or legislative advocacy, with experience in Tennessee preferred
• Demonstrated experience tracking and translating government action in order to coordinate advocacy efforts
• Ability to engage directly and credibly with senior public officials and policymakers
• Strong political discernment, integrity, emotional intelligence, and judgment
• Excellent written and verbal communication skills
• Ability to problem solve and manage multiple priorities in a fast-paced environment
